In July 2025 the government replaced the 50 GW 2040 target with a range of 30 to 40 GW; the 2026 coalition agreement aims for the top of that range. Birdview Energy works with 35 GW in 2040 as the realistic figure and a near-term 21 GW by 2035. The operational, awarded and tendered pipeline lands at roughly 23 GW. The areas designated in March 2026 and the new roadmap, due end of 2026, decide how much of the rest gets built.

From Egmond aan Zee (2007) through the Hollandse Kust zones, the Netherlands has 4.7 GW operational across 11 wind farms. Everything after 2029 is multi-GW HVDC clusters further offshore.

The total NL pipeline, including 4.7 GW already operational, reaches ~23 GW, a ~12 GW gap to the realistic 35 GW for 2040. The government ambition of 40 GW would leave a 17 GW gap; we consider it less realistic. Closing the gap needs area 6/7, designated in March 2026, which offers indicatively 11 GW in its first phase. Birdview Energy applies delays of 1 to 4 years on tender-stage projects and caps annual commissioning at about 2 GW, rising to 2.7 GW in the final year, to reflect supply-chain limits. Nederwiek I-A tender received zero applications, a first for NL offshore wind. The 2026 subsidy tender moved to IJmuiden Ver Gamma-A and Gamma-B instead (2 × 1 GW on one TenneT platform, closing 10 December 2026). Nederwiek waits for the new roadmap, due end of 2026.

IJmuiden Ver Beta permit amended into 2 × 1 GW phases (2029 / 2032) following Delta Rhine Corridor delays. Gamma added a second 1 GW lot.
DESIGNATED · MAR 2026
The revised North Sea Programme designates area 6/7 (indicatively up to 19 GW, about 11 GW in a first phase) and reshapes Doordewind to fit Doordewind II. Lagelander is dropped. This is space only: no plots, tender or landfall yet, and landfall routes are studied in pVAWOZ, due end of 2026.
METHODOLOGY
Go-live dates for NL projects under construction, planned or in tender are Birdview Energy estimates, not RVO commitments. They include expected slippage versus the official roadmap based on: tender failures (Nederwiek I-A, Oct 2025), TenneT HVDC platform delivery, the Delta Rhine Corridor schedule, and supply-chain capacity. Several tendered sites are modelled as multi-phase deliveries: IJmuiden Ver Beta (Phase 1 / Phase 2), and the IJmuiden Ver Gamma A+B 2026 tender.
