The Netherlands revised its offshore wind ambition with a near-term goal of 21 GW by 2035 and 35 GW in 2040 (reduced from the old 50 GW targets). The awarded and tendered pipeline lands at roughly 23 GW — Doordewind expansion and the next North Sea Programme (2028–2033) will determine whether the country reaches its goal.

The awarded + tendered pipeline reaches ~23 GW — a ~12 GW gap to the 35 GW 2040 target. Birdview Energy applies 1–4 yr delays on tender-stage projects and caps annual commissioning at ~2.7 GW to reflect real-world supply-chain limits. METHODOLOGY
Go-live dates for NL projects under construction, planned or in tender are Birdview Energy estimates — not RVO commitments. They include expected slippage versus the official roadmap based on: tender failures (Nederwiek I-A, Oct 2025), TenneT HVDC platform delivery, the Delta Rhine Corridor schedule, and supply-chain capacity. Several tendered sites are modelled as multi-phase deliveries: IJmuiden Ver Beta (Phase 1 / Phase 2), and the IJmuiden Ver Gamma A+B 2026 tender.
